Liaoning Province, situated in the south of Northeast China, lies at 1810 53' to 1250 46' east longitude, and 380 43' to 430 26' north latitude. Liaoning is in a temperate zone and adjoins Jilin and Hebei provinces and Inner Mongolia Autonomous Region, and is bordered along the Yalu River by the Democratic People's Republic of Korea (DPRK).
The installed capacity of telephony had reached 13.798 million, up by 10.7 percent over the previous year by the end of 2003. The number of fixed telephone subscribers in the province reached 12.786 million, number of mobile phone subscribers 9.629 million, and Internet users 3.826 million. The three figures are up by 25.8 percent, 13.7 percent and 8.4 percent respectively.
